Indian Delegation at European Hydrogen Week 2025
In the lead-up to European Hydrogen Week, a series of India-EU events were held on 29th September in Brussels, organised by the Indo-German Energy Forum (IGEF-SO) and GH2 India. These events were supported by H2Uppp, the International Power-to-X Hub, Women in Green Hydrogen, the Green Hydrogen Organisation (GH2), and the Indo-German Chamber of Commerce.
The day began with a certification workshop, followed by a high-level India–EU business roundtable that brought together key stakeholders to discuss green hydrogen project certification, investment opportunities, and collaborative initiatives involving the Indian delegation. The day concluded with a networking reception focused on project developments in India.
A high-level Indian delegation participated, comprising representatives from the Government of India and leading green hydrogen developers. They were joined by key European stakeholders—including officials from the Government of the Netherlands, the Port of Rotterdam, the Port of Antwerp-Bruges, BloombergNEF and others.
Certification Workshop: Indian Delegation at European Hydrogen Week 2025
The certification workshop aimed to clarify the current status and future direction of certification and registry initiatives in Europe. It also explored how India can streamline compliance with Renewable Fuels of Non-Biological Origin (RFNBO) regulations, including pre-certification support and emissions monitoring. Trade-related challenges such as customs duties and indirect emissions were discussed, alongside concrete ways in which EU stakeholders can support India’s green hydrogen roadmap—ranging from digital registries to technical validation and policy alignment.
The session was chaired by Mr. Abhay Bakre, Mission Director, National Green Hydrogen Mission, Ministry of New and Renewable Energy (MNRE), and featured high-level participants from Indian industry and EU institutions. Representatives from MNRE, the European Commission, and various certification bodies participated.
Special addresses were delivered by Shri Abhay Bakre, Mission Director, MNRE; Shri Mahaveer Singhvi, IFS, Joint Secretary, Ministry of External Affairs, India and Ms. Ruta Baltause, Policy Officer, DG Energy, European Commission.
Mr. Matthias Altmann, Senior Consultant at Ludwig Bölkow-Systemtechnik (LBST) GmbH, provided valuable insights into EU certification requirements for RFNBOs, with discussions covering bidding zones and market integration.
India–EU High-Level Roundtable on Green Hydrogen Trade
Co-chaired by Mr. Santosh Sarangi, Secretary, MNRE, and Mr. Abhay Bakre, the roundtable focused on trade-enabling measures as both India and the EU continue to lead in advancing the global green hydrogen economy. With ambitious policy frameworks and significant public investments, both regions are driving production, distribution, and end-use of green hydrogen and its derivatives.
The roundtable served as a strategic forum to address trade barriers and foster collaboration. It brought together policymakers, financial institutions, and industry leaders to identify challenges in the green hydrogen market, assess existing policy and regulatory gaps, and outline actionable pathways for joint progress.

Networking Reception on Project Developments in India
At the closing reception, Shri Santosh Sarangi, Secretary, MNRE, emphasised the European Commission’s role in supporting market creation and offtake, thereby strengthening India–EU cooperation in hydrogen and derivative trade. He highlighted India’s successful first green ammonia auction and its positioning as a global leader in green hydrogen.
Mr. Sarangi also underlined the importance of European ports in building future hydrogen infrastructure and reiterated MNRE’s commitment to enabling policies that support industry growth. He acknowledged the vital role of IGEF and GH2 India in facilitating stakeholder dialogue and partnerships.
The certification workshop, high-level roundtable, and networking reception reaffirmed the shared commitment of India and the EU to accelerate the green hydrogen economy and develop sustainable, cross-regional trade corridors.
