Capacity Development of Financial Institutions on PM-KUSUM (Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan) Scheme

Financial institutions play a pivotal role in facilitating financial access to solar irrigation projects under PM-KUSUM Scheme. There is a need to build capacities within these institutions given that credit enhancement requires a deep understanding of the scheme’s nuances and complexities. To address this, GIZ had been actively engaged in developing the capacity of financial institutions in India on the PM-KUSUM Scheme. The initiative was aimed at enhancing financier’s understanding of the scheme and pave the way for successful implementation. Covering a total of 2500 financiers, the training programs covered 10+ banks across India. A wide spectrum of financial institutions from both the public and private sectors (including small finance banks and regional rural banks) participated in the initiative. The geographic reach of the trainings extended to semi-urban and rural bank training centres across the states of Uttar Pradesh, Punjab, Maharashtra, Telangana, and Madhya Pradesh. The training programs implemented via both in-person and via digital modes, covered all three components of PM-KUSUM scheme. These tailor-made sessions dived deep into the techno-commercial aspects, financial viability and cost-benefit analysis of solar irrigation solutions under the PM-KUSUM scheme with technical inputs from the Ministry of New & Renewable Energy (MNRE). One of the distinct features of the training programs was the engagement with States that provided significant tangibility in terms of providing bankers with the pipeline of bankable projects under PM-KUSUM. Post the trainings, GIZ continues to facilitate bilateral engagement between banks, developers and state nodal agencies to enhance credit flow to the PM KUSUM Scheme.
